Above the eagle is a red scroll inscribed with the state motto, "Liberty and Union, Now and Forever, One and Inseparable." The eagle also holds a ribbon in its beak with the phrase "E Pluribus Unum." Surrounding the eagle are thirteen stars representing the original colonies, and below is a shield with a blue chief and thirteen vertical stripes. Adopted in 1911, the flag’s design is inspired by the Great Seal of the United States and reflects North Dakota’s patriotic heritage.
