With Sacramento as its capital, NorCal became a prominent region on the Pacific Coast of North America. By 2020, it had developed a robust economy centered on tourism, attracting millions to its national parks and cities like San Francisco and Night City. The state's residents favored locally produced food over corporate alternatives, resisting agribusiness monopolies. However, the influx of wealth led to a higher cost of living, resulting in significant homelessness as many locals were displaced. During the Time of the Red, NorCal joined the Pacifica Confederation, aligning with other Free States and regions like British Columbia. In 2069, the Unification War erupted between the New United States (NUSA) and the Free States. NorCal sided with the Free States, while SoCal allied with the NUSA. The conflict concluded with the Treaty of Unification, leading to the construction of a border wall between the two Californias. Despite its economic strength in finance and biotech, NorCal struggled to oppose the NUSA's reintegration efforts due to its comparatively limited military power.
