with the assassination of President Lincoln in 1865, the United States spirals out of control and order, and into anarchy and disarray. Leading to years of chaos until in 1869, when General Grant seizes power, with congress and the supreme court fleeing the country for France, Prussia, and Britain. Grant attempts to bring back some magnitude of congress with the Governorate system, and with the Pacific and South being more rebellious by the second, Grant is forced to evacuate those areas to build up his own power in DC, where 3 Governorates emerge as the leading bodies of the American government. The Governorates themselves being carved out of US states, the East Coast Governorate (Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Maryland, and Delaware.) are just one of these Governorates controlling several states.
